Policy Change and Policy Learning in Chinas Public-Private Partnership: Content Analysis of PPP Policies between 1980 and 2015

[Abstract]Since 2013, PPP policies have been issued intensively while project implementation was undesirable. Based on the content analysis of PPP central policies between 1980-2015, this article aims to explore the PPP policy change and policy-learning pattern, in order to explain the dilemma above. The article finds out that, Chinas PPP policies experienced three periods of policy change: from passive reaction to active push, and now to overall leading. Moreover, PPP policy learning is dominated by the lesson drawing pattern rather than social learning pattern. Lesson drawing pattern weakens the willingness of private sector participation, and partly lead to the dilemma above.
